Fences Window moves even when locked

I have a dual monitor.  When I move my Fences window to the right side monitor and then LOCK it.

After I logoff my computer then log back on again the Fences window that was on the right side, repositions itself back to the left.  

I would have to unlock it, move the window to the right side again, then lock it again.  But the problem persists.  Need a resolution for this.
