Hi,
Little problem since few days
During system start no problem, it appear randomly after few minutes. When i click on clock, the notification bar appear at the opposite site
I have same issue on a second PC

Taskbar with button at left and icon size little
One monitor ( 2 systems with Multiplicity ) 1920x1200
No other GUI enhancer
After an explorer.exe restart, issue disapear during few minutes
I deleted items with groups and search for privacy

Please try this, uninstall Start11, reboot immediately (important), re-download latest Start11 from your account. Install it, reboot again. Retest it and report back.
