How to avoid a "Open or Safe File" when using fences portal?

I am not able to use either Onedrive or GDrive to create a Fences Portal on my desktop. Any time one is created and I attempt to open a doc it immediately requests to download the file. G drive is in mirror, as is One drive, but neither work. This happens with every file except PDF's, for some reason. What is going on?
