PWA Apps Pinned to Task Bar Issue

Shortcut for PWA Apps created thru Edge/Chrome that are pinned to the Task Bar stop working and open EXPLORER instead of the app. It works properly until rebooted, then the LINK is broken and re-bound to "THIS PC".
