I try attack enemy on anomaly hex. Game cast message, that survey ship is need. With survey ship attack too was not possible. Enemy is danger to my planets and was broken my borders.
Was the enemy perhaps on an anomaly or event hex, otherwise I don't believe a survey ship is needed for combat. Would you be able to share a save file via dropbox link to help us verify?
Survey ship not help too. Enemy could omit defence in next turn and go on planet.
