Fences 4.1 layouts and locking not working

Fences 4.1 layouts and locking not working with Windows 11

For some time now, Fences 4.1 layouts keep changing for no reason, and if I restore to a previous snapshot it is okay for a short time and then the layouts change again.

To try and fix, I went to lock the fences, but although the right click view lock fences options is there, it does nothing and will not lock the fences.

Any clues?
