Roll-up Fences near the task bar don't stay there.

When I place roll-up Fences near the task bar, where I do most of my work, they do not survive a reboot.

I can place Fences near the Task Bar and they work correctly, rolling upwards to reveal their contents.

When I reboot all the Fences have moved upward to near mid-screen while maintaining their left to right position on the screen.   It appears that the more icons within the Fence, the higher that Fence moves on the screen.

Sometimes, after a while, the Fences that moved upward will again, by themselves, migrate down to the location that I created them at.  The Fences don't always migrate downward and most of the time stay near mid-screen all day.

I find this behavior odd to say the least.
