Right Click on Start Button - Options for setup

Can anyone tell me how I can change what happens when I right click on the start button?

I want what was there IE Settings, Disk Management, Control panel, etc, but can't figure out how to do it. Left click gives me what I want, but right click only gives me about 4 or 5 options??
