when i install a new software, the icon (shortcut) moves top of screen left to right en right to left infinitly (reboot does nothing)
It's a bit annoying 
Solution is to disable fences, delete the icon, and activate fences again.

Sorry to hear you are having issues. Try this: Create new a Fence and create a Fences rule so that all new icons that come into the desktop will automatically move into that Fence. You can than move those icons to any other Fences.

You can try disable "Auto Arrange Icons" on your Context Menu (Right click on desktop), View->
