Taskbar top half is cut off

My taskbar's top half is cut off.  I see my Start 11 Windows logo but it opens the native Windows Start menu and not the Start11 Start menu.

I didn't change any menu settings to cause this. I did however, look through them and modified them while troubleshooting to no avail. All settings are set back as they should be.

The only thing I have done to my machine recently is I installed Windows 11 Insider Preview 10.0.22623.1037, which does come with some changes to the Start menu, such as ability to group pinned apps into folders.
