Request for Feature

Ability to lock rolled-up fences & folder portals so they won't expand on hover until you cllick

I would like to request a feature but I'm not sure how... 

I would like to request a feature that would allow us to lock fences and folder portals in the rolled-up position (so that they do not automatically expand when the pointer passes over them) and have them only expand when you click on them. It is very distracting having them open whenever you get near them.

If Stardock reads these posts, please consider my request, and if they don't, does anyone know how I can submit my request to them?
