Fences Locked

When the fences are blocked, it should be possible to operate on the icons present in them and that is to open the program or the document or whatever else associated with them. Or rename them. But it should not be allowed that the icons can be moved (for example on the Desktop or elsewhere) or deleted. This should be related to the fact that if the fences are locked and therefore not movable or resizable, what is contained in them follow the limits, but currently the program does not behave like that.
