"Close all Windows" vs. "Close Window" in Taskbar

One thing I have noticed between W11 and Windows 10) is this.  In Windows 11, when you have multiple instances of a program open, and go down to the taskbar to close them, if you right click an instance of the program that is open, it only says “Close All Windows.”  When you click it, all instances of the program close.  With W10, you could close just one instance at a time.  Here’s a screenshot:

I don't see any setting in Start11 which modifies taskbar behavior and cannot find a workaround for this issue.  Do you know of any?
