Taskbar on top, maximize any window hides top bar / controls

Windows that open at top will be 'under' the taskbar as well

Title, maximizing any window results in the taskbar hiding the top. Also apps that open at the top of the screen are prone to hiding under the taskbar.

Can you update to Start11 1.31 please as I believe that was addressed in that update.
