issues:Start11 toggled between the two windows

WinOs normal: Open two windows, Click taskbar app icon, Toggled between the two windows, Current window will minimize, Backgroud window will bring to front.

But in Start11(1.25), Current window will minimize ,And backgroud window also will minimize.

Not always ,Test more you will reproduce.

My english not good, Can you understand me?
