Just installed latest version of windows - 22H2 build 22621.608. Fences not working. I cannot move existing fences ( 'Lock' command is missing from menu) and cannot create new ones

Sorry to hear you are having issues. If you right click on your desktop->then select "Show more option" you will see below menu->View->Lock Fences should be there.
