Turning off monitor or monitor/computer going to sleep causes all icons to move to second monitor and won't return to primary

Fences Version 3.1.3.3  (paid version)

To reproduce problem: In my dual monitor system, turning off the primary monitor or monitor/computer going to sleep causes all icons to move to the second monitor. Icons will not return to primary monitor when return to previous state (monitor on, computer on, etc.).

(Annoying) workaround: restoring a previous layout snapshot immediately solves the problem but must be done multiple times a day, which is not an acceptable situation.

I had this problem with Fences 2/3 and so bought Fences 4 hoping it would be solved. It wasn't so I tried again and bought Fences 5 hoping it would be solved and sadly I'm having the same issue that on resuming from sleep fences are on the wrong monitors. And restoring a snapshot makes things worse as it layers fence on top of fence and the only fix is manual. Is there a thread that's still working on this? I would love Fences were it to work but it's worse than just doing a manual job myself.
