Adding icons to fences

before (many years ago) I was able to add an icon to a fence by dragging.  for a few updates, I haven't been able to do that. 

how do I add a new shortcut to an existing fence?

  1. Windows 7,8,10 or 11? And its full version numbers please.
  2. Fences version installed.
