Fences with scrollbars interfere with mouseover of surrounding icons

Fences with scrollbars affect the mouseover of surrounding icons, whether it is in a fence or not.
It seems like the hidden part of the scrollable area is blocking the mouseovers. Selection of the icons is not affected.

How to reproduce the problem:

• Create two fences, one above the other. The top fence is 2x2. The bottom fence is 2x1.
• Place 8+ icons in the top fence, which creates a scrollbar in the fence.
• Place 2 icons in the bottom fence.
• Place 2 icons above the top fence, directly on the Desktop.
• When the top fence is scrolled toward the top, the icons below the top fence are affected.
• When the top fence is scrolled toward the bottom, the icons above the top fence are affected.

This is mostly just a cosmetic issue, but it would be nice to get it fixed.
