Start11 Taskbar new items highlighted

possible to keep new taskbar items highlighted until they are clicked

Just curious if its possible to have a newly populated item in the taskbar remain highlighted until it is selected.

Example an Outlook reminder pops up and remains highlighted red until it is selected.
