Start 11, two active programs in taskbar

the window in the foreground, the one I'm using is the active and selected program on the taskbar.
After installing START11 I get two selections on two programs at the same time.

but also with an open program and a closed program

Can it be a bug or a (my) wrong setting?

Windows ( full numbered .. use winver.exe ) version ?

One of those appears to be a mouseover?

The running app has a longer bar under it, the short bar would be an inactive button so it believes the mouse is over the button.

Are you using touch or mouse?

I'm using mouse, and no, the running app has not a longer bar under it (see image)

 

If I disable the START11 taskbar improvement the "effect" is gone, so I guess it depends on that.
