Error fences.exe application error the application was unable to start correctly (0x0000135)

Are you using Windows 11, was Fences working before, and did you patch from MS very recently, namely KB5013943?

Yes I use Win 11, and Fences was working before, also this happened after the latest MS Update

Your problem might be due to the latest Patch Tuesday's KB5013943.

And, thanks to Phoenix1 finding this on Bleeping Computer, you can implement the fixes in the article:

Just create a Restore Point first if you decide to use the commands there, and if you decide to do a rollback, remember that doing that will also remove the security updates that were part of the KB5023943.
