Start11 on Win 11 preview can't move taskbar to top of screen

Restarting explorer or PC appears to have no effect. Explorer Patcher has the same issue.

1.2.1 beta also does not appear to be able to do it.

Uninstall start11, reboot, reinstall Start11 1.21

It sounds like files were not replaced as taskbar on top should work just fine with that version of Start11 on insider.

Note that if you have your taskbar set to autohide then it will stay at the bottom. Only non autohide taskbars can be at the top of the screen.
