If they are seperate icons then you can import each one into Iconpackager and save as an Icon Theme, well that's what I believe though I have never tried it.

There's nothing to stop you downloading the icons and putting them together as an IconPackager theme yourself you know. Obviously you should use it for personal use only, and not redistribute the final file. Sometimes you'll get better results doing something yourself than asking someone else to do it for you.

Those are pretty cool. I think I'll make a package for personal use. DreamFasting, it's not very hard. You can use drag-n-drop with icon packager opened and the folder where the icons are stored. Just drag them over & drop them where you want them.

I agree that it's better to make your own package. It might be more of a hassle than to have somebody else do it, but it's easy to make your own and it'll also look better.

Steve Smith has an account here.

Maybe you can ask him if he plans on releasing an IconPacker theme. If not you could do it yourself.
If I was in that situation myself, I'd do it then email it to him so he can upload it as his own. It is after all his icons, it would be a bit ridiculous for somebody to get any sort of credit for just packing it together.
