UAC dialog doesn't automatically appear

I use Start11 partly because Microsoft took away taskbar folders from Windows 11.

I've got a folder that displays as a menu on my Start11 quick access shortcut list.  In it, is a shortcut to launch an EXE in adminstrator mode.

When I click the menu item to start that application, the Windows "User Account Control" dialog appears, but doesn't take over my display.  It just shows me a blinking shield icon down in the taskbar.  If I click the blinking icon, it takes over the screen, and lets me click "Yes" to run the application.

Could Start11 make the UAC dialog take over the screen as soon as I click the Start11 menu item?
