Start11 Slows PC

With Start11 installed I notice that my PC lags at startup and other times after it up. Sort of like what happens when the CPU is at 100%.
But none of the PC resources are above 50%. The App doesn't show that it may be using up too many resources.
When I uninstall Start11, the problem goes away. I even went as far as reimaging my WIN11 PC. It's fine until I add Start11.
I also use Fences but havent noticed this with the App running by itself. I have an Intel CPU  i9-9900K CPU @ 3.60GHz  w 16G of RAM.

Suggestions?
