Fences Conflicts with Dual Monitors

I have a windows PC with windows 10 Pro 64 Bit Version 10.0.19043 Build 19043 and Fences Version 3.1.3.3. 

The motherboard is an ASUSTeK COMPUTER INC. ROG STRIX X570-E GAMING (AM4) with 32 Gb of  RAM. 

My graphics card is a 8176MB ATI Radeon RX 5500 XT (ASUStek Computer Inc).   

My boot disk is a 500Gb Sabrent Rocket M.2 SSD

I have recently started using Dual monitors and am having problems with Fences.  The 2 main ones are Fences is slowing down the boot time and also the Fences that I create on Monitor 1 do not stay on that monitor.  When I reboot or restart as well as being very slow all of the fences move from Monitor 1 to Monitor 2 they reappear underneath other fences.

I stopped using Fences some months ago when I was just using 1 monitor because of how much it slowed the boot time down.  I thought that I would try its again, having paid for it, but it still is slow to boot (if I disable or remove Fences the boot time returns to normal)

With Fences disabled or uninstalled the icons stay on which ever monitor I place them every time I restart or reboot.  

I would like to know whether Fences should work on Dual Monitors and also why it is so dramatically increasing my boot times?

I'm not noticing a slow boot time so can't speak to that, but I do use fences 3.x on dual monitors and the fences on Monitor #2 do stay in place consistently.  The exception is the occasional system crash; after the system reboots the fences on Monitor #2 will load on Monitor #1 and overlap the fences there.  I have to manually move them back.
