Gray bar that opens start menu at top of desktop

I'm not sure if it's Start11 that's doing this, though I don't know what else it could be, but when I jump to desktop with Win+D I sometimes get a gray bar that opens the Windows 11 start menu when double clicked (instead of Start11). I was about to take a screenshot but now it's not doing it, so it's not all the time. Any idea what's going on with that?
