Will the purge lose my settings? 

No, purge should not remove your saved layout snapshots. But, to be sure just back it up using this guide : https://forums.stardock.com/486084/fences-support-faq#backupsnapshots.

Ok - so purged, rebooted and then went to my Downloads

Fences 4 isn't there...

So I went to my Order History...

And got this...

...or is it just me?

Please advise where I should download Fences 4 from.

Done - and it makes no difference

I wonder if you turn back to Fences 3 does this happen? And what is your display setting on this monitor? Resolution and scaling applied.
