Fences 3.1.3.3 Bug report

BUG - 3.1.3.3 - Fences not starting properly in Win 10 until mouse is clicked.

As in the title. When starting win 10 with Fences 3.1.3.3, if you do not touch the mouse then the desktop is cluttered with what 'SHOULD' be in the fences. On clicking the mouse the proper fence title bars and constraints appear. this has absolutely nothing to do with a 'hide desktop' it is a direct issue in fences.
