backup and recovery

I see the fences snapshot function but don't see the point of it, as there doesn't appear to be a restore fences. My fence content is getting re-ordered and I wondered if somewhere else there is a restore option to restore fences to a previously saved state. eg. as well as the fences messing up on their own. I may have added fences or accidently deleted them and want to get back to how I had it before.
