icons not staying in lodged order

I keep re-ordering my icons ion a particular fence, but after a while when I display that page again they are all jumbled up. This has happened numerous times. It only started when I made it a roll-up fence. I've reverted the roll-up option so that the whole fence is displayed all the time, but the jumbling keeps happening
