Icon Packager vs Windows 10

Windows overrides choices

Although I have set around 70% of the standard icons for files, to my personal choices, Windows only allows my choices for drives and folder shortcuts. It consistently ignores my selections for file-types, like JPG, PNG, TXT, DOC and so on. How do I get my choices to be accepted?
