Sorry, but I found your questions only now, and 3.13 ISSUES toppic was closed now.

Version is 3.1.3.3 

Before, I have even those corrupted settings file (but now I found that it was rewrite by more fresh ones). But if you will read carefully post, you will find that this is even not important. Because you can find dozens of way how to corrupt settings file and get into the same situations. So you can for test do it on purpose (corrupt settings file).
