Cant enable or create new Fence after upgrading to 3.1.3.3

Yesterday I upgraded to version 3.1.3.3. Now all my icons are no longer contained in a fence. If I right click on desktop, there is an option to "enable fences". I try this and nothing happens. If I try to drag mouse and create a new fence also no luck.

Fences version 3.1.3.3

Windows 10 Pro

Version 10.0.19043 Build 19043
