I'm pretty sure it already does that with the exception of default settings.
If you create a new civ/leader with all the abilities/traits, galaxy settings/options, victory conditions, etc, I think they will be used the next time you start a game. Don't quote me on this; I haven't checked it thoroughly.
I do know that if you restart a game, your last settings will be used.
