ok i just want to know what r the best appz or the best photoshop plugins to make wallpaper..

Your imagination, and practice.

It's ok to use plug-ins, but you shouldn't rely on them to make the wall for you.

I have this amazing wallpaper plug in, just do filter>wallpaper plugin. then create wallpaper, and there you go!!!
