New Tab Button in Windows Explorer Not Working, Other Strange Issues

For some reason the new tab "+" button doesn't open a new tab anymore in windows explorer. Additionally, frequently other apps are opening in a new tab of Windows explorer despite me not holding CTRL (which is how I have it configured to work). Please help debug, thank you!

Does Ctrl+N open a new window when you are using explorer?

When did it stop - from what change can you trace it back to?

If you purge Groupy:

When I double click the installer nothing seems to happen :( I tried running in compatibility mode but unfortunately no luck. Is there any chance I can get direct phone support from Stardock? I both a personal & work license & would appreciate this fixed.

This started relatively recently, but I can't remember anything in specific that made it happen.

If you cant start an installer, that indicates there is a problem outside of the product itself - AV software perhaps?

Does any other installer start - Start10 for example:
