Hello,
Yes it is permanent. If you buy now you will get Fences V3.0.9.11 and all future update for version V3 should be free. The key you get with that purchase should be valid for all V3. Do note that if Fences move to V4, which is an upgrade, than you will need to purchase another key for it.
