Can connect via USB cable?

I have 2 PCs but they are not same network. 1 PCs is in local network (no internet) and 1 PCs is in public network (have internet). I can only setup 2 PCs connect by USB Cable. If I use Multiplicity, can I remote access second PC from primary PC?

Multiplicity needs an IP network to function and to be on the same subnet.
