When I create a rectangle on the desktop I don't get the option of creating a new fence. It also doesn't let me move around the icons or anything for that matter. When I attempt to open an icon the icon disappears along with others. It also made my cursor look like I/+ but the + has arrows at the points. Why!!!!!!!!!!!!!!!

Sorry to hear you are having issues. But looking at how many threads you just opened, maybe there is something wrong with your computer.
But, I would also suggest if you can check and see if you have locked your fences. If you did, please unlock it, and try again.
