If i purchase WindowBlinds for $9.99, is that for just a year, or is that a lifetime license for all future updates?

If it just a one time purchase, can I install it on multiple computers?

It's a lifetime license for that version you are purchasing. You will get updates for that version, but if a new major version update comes that will be a paid upgrade.
