Full Resolution on connected PC without a monitor

Using Full KVM when I connect to a PC without a monitor the resolution is at 1280 x 1024.  How do I force it to be 1920 x 1080?

When connecting to other PC's that have monitors the resolution is 1920 x 1080.

Windows itself will scale down if there is no monitor connected (same happens for other RDP software).  Your best option are these video terminators (very cheap):
