Fences 3 Splash Screen

I cannot enter my product key as I am getting a non-functional splash screen. I have reinstalled internet explorer 11 component,I have checked net framework etc in case the splash screen needs it, I have tried the command line prompt for activating. I have uninstalled and reinstalled the program but the issue remains unchanged. I am using windows 10 64 bit. Any one else getting a frozen splash screen that cannot be closed after installation?

The command line prompt worked, I was missing a quote character at the beginning of the line of pasted text.
