( Solved ) Unable to re-enable fences

I am unable to get beyond a start-up screen with apps scattered on desktop. Warning box says Fences disabled, but I cannot right-click desktop to re-enable. Stuck. Unable to use computer. (Windows 10)

Problem solved. Unplugged computer and restarted from scratch. Works fine.
