Hello,
Sorry to hear you are having issues.
Open Task Manager and make sure both Fences apps are enabled
Reboot and fences should start up then .

none is enabled.
Previously I got Fences to run by starting Fences manually but no it would not start even that way. Shall I reinstall the program?

If that doesn't work then do this Purge https://forums.stardock.com/486084/fences-support-faq#reinstalling
REBOOT and reinstall the latest version from your Stardock account https://store.stardock.com/myaccount/products/
