can you help me. i want to make my first win theme with sourch in warcraft3. but i don't know how to make it, what program to do this? and how can start? help me. please!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

By "win theme with sourch in warcraft3" do you mean a WindowBlinds skin based on the Warcraft3 game? If so, you could use SkinStudio to create the theme. It can be found here: http://www.skinstudio.net . BUT because of copyright issues, you would not be able to oupload the theme, but only use it for your personal use. I hope that makes sense.

I disagree, I think he could make a skin inspired by Warcraft3, but he could not use any graphics actually copied from Warcraft3.

1.  if you have so little patience, that you can't wait more than a minute and 30 seconds, for someone to reply.. (the time between your 2 posts, you don't have the patience to skin.
2.  you need to be more specific about about you mean by win theme. There are more skinning programs available, than you would care to count. The ones featured here, are just the tip of the iceberg.
3.  David, and Aqua, are both correct.......... if you use source images from the game, you cannot upload it here, but if the game is merely the inspiration, and you create you own graphics, all is well.
4.  You need to take a little time, and explore the possibilities, learn what each program will and won't do. Then we'll be glad to help in whatever way we can

PS... you will need a decent graphics program, any will do (even MS Paint), but a program that has support for layers, really makes skinning easier. A few suggestions are;

Photoshop ...... quite expensive, with a steep learning curve.
Paintshop pro... very affordable, and easier to learn.
The Gimp .... FREE, but also has a steep learning curve.
