Delay in receiving software : payment made

About 3 weeks ago I purchased a cdrom of WinBlinds version 4 with my credit card. This purchase appears on my bill but I have yet to receive the software. Is this a normal delay????

You did not purchase the CD. You purchased the download version. The information for the download version was emailed to you minutes after purchase.
