Fences has a delay on startup doesnt show up right away

I have a ssd that fences is installed on yet it still takes around 10 seconds to show up i have a decent pc too is there a way to get it to start up faster?

Intel I5 7600k 3.8 Ghz

Nvidea Geforce 1060 3Gb

16 Gb Ram
