Start menu "pinned items" and "All programs" now on different screens

1. Start menu used to have in this order (1) Pinned items (2) Frequently used programs (3) All programs
2. Now it just shows (1) Pinned items, and at the bottom an arrow for All Programs. This works fine, when I click on the arrow.

3. I would like to have pinned items and all programs on the same start menu, as it was previously.

4. Any ideas and suggestions greatly appreciated!
